+1 for CADQuery - it lets you easily specify surfaces as the basis for manipulation, and results in much less fragile designs than OpenSCAD.

Automatic generation would be really tough because of all the levels of abstraction traversed in this diagram in particular... But tools like Mermaid / PlantUML can get you in the ballpark, and PGF/TikZ could be a reasonable targe
