Did it confuse per capita with overall? I thought it made it clear that: in terms of per capita GNI, China isn't a developed country. But in the context of the WTO, Trump has framed the question of whether China is a developed country

That's true, and a big reason why coal-producing Inner Mongolia is the only non-coastal regions in China that has GDP per capita greater than 10,000USD. (as illustrated in a map in the article)
