IANAL, but this seems like a pretty clear violation of the First Amendment. Even if this bill passes (which, ridiculous bills get proposed all the time and never go anywhere), I can't imagine it standing up to challenges in the courts.

I think you underestimate just how wildly the police will protect their institution in defense of a perceived threat. Joining the force is not the path to change; dissenters in the ranks get punished personally and professionally in defense
