You still need personel in the datacentre. Remote location makes it more difficult. But I woiuld imagine that latency is the biggest issue. Even university super computers - where I would imagine latency is not an issue tends to be close by

Its about efficiency, a grocery store will require one large supply truck. Supplying everyone to their home requires way more people and energy.

but this is not memristor afaik, the breakthrough here is that it has multiple states, not that it can remember the states without power. (At least the article does not mention if the state is preserved so I would assume not.)
