Opting out would mean you would be barred from making use of any public roads. Or having 24/7 access to emergency services. I don't see how either being subject to that or the enforcement of it would be feasible in any measure.

The issue is that there is a lot of literal trash in form of autogenerated content from bots to search through. You need a ranking of some kind if you want to find anything of relevance which will always be subject to exploitation by others

There is no official modding API for the Java edition unless that changed some time ago. I remember there being plans for it almost a decade ago now but nothing coming out of it for the Java edition - Bedrock however got modpack support.

The commonly used licenses like GPL and MIT don't put any restrictions on commercial use granted you don't break any of the conditions and limitations. Theoretically you could even just take any software using any of those license

Agreed. I'm unsure whether this is the right approach, it should be the parents' duty to monitor what their children are doing and limit access appropriately but it's been clear that many of them simply can't be bothered
