Probably a little hacky but using a userscript & an archive tool could work. I have a userscript[1] that I've been using for years to archive some news sites but it just uses the Wayback Machine. It can probably be modified to wait

I started using PhotoPrism a couple months ago. My only gripe with it is that you can't drag-and-drop files directly into folders or any page. You have to manually go to the upload page, change/add the folder then use the file pic

Late reply but it's around 15 euro. I'm using the CPX31 on Hetzner Cloud[1]. It holds my main setup and the extras like nextcloud, custom domains, etc. https://www.hetzner.com/cloud

Specific to Flickr URLs, its the '_d' at the end. Remove it and you can view it normally in the browser. But as danielbln wrote, that 'Content-Disposition' header is what forces a download in general. https://
