Large? It uses 1.5GB of RAM on average. Common Windows VM uses 6GB if you want it to be able to run a common application on it.

TBH the "Windows" way would be to use the Microsoft Store. Chocolatey/scoop is just a Linux way of installing software, ported to Windows. Even conemu is a Linux way of managing terminals; the Windows way would be to use GUI

With SAX (Simple API for XML) api, both UTF16 to UTF8 conversion and unlimited XML size can be parsed even under 1mb of RAM. It's harder than DOM processing, but SAX was created for dealing with huge amounts of data inside XML.
