The parameters being matched would be those that maintain decoder config. Usually, bitrate/quantizer values don't come into that.

Yes, much of the demuxing and decoding relies on libav, but there are other demuxers and decoders in VLC as well. The library for handling DVD/BD playback is also distinct. Managing playback (flow, state, buffering..etc) itself is not

No. The h264 decoder is internal. The repo for the commonly used H.264 encoder x264, is hosted at Videolan but its developers were a separate group. VLC also hosts the ffmpeg repo.

The FFmpeg project has 8 libraries. libavcodec only deals with decoding/encoding and bitstream parsing & filtering. Demuxing/muxing, frame filtering, scaling.. are all handled by other separate libraries.

What would be much better would be to encode an overlay raster stream, which the player can then composite at runtime, like they do with text subtitles. Much faster to encode. Can be toggled. But players need to support it.

I've never installed that tracker and never been asked to, by clients. Never had a dispute or lost payment. It's mostly about choosing clients with care.

There is no ffmpeg av1 library i.e. no native decoders or encoders. ffmpeg has wrappers for libaom and dav1d/rav1e. 3rd party scripts also add wrappers for svt-av1.

No need to run it twice. Basic syntax is ffmpeg -i video -filter_complex "[0]split[vid][pal];[pal]palettegen[pal];[vid][pal]paletteuse" out.gif ffmpeg 4.0 and later will automatically insert fifo buffers for the main vide

ffmpeg -ss $START -i $INFILE -c copy -map 0 -to $END $OUTFILE This is functionally the same as ffmpeg -ss $START -i $INFILE -c copy -map 0 -t $END $OUTFILE FFmpeg normalizes input timestamps unless told otherwise via -copyts.
