Genocide is not the same as extermination. The goal of expulsion is to obtain land. Surveillance programs facilitate ethnic cleansing by countering resistance.

This feels slight of hand - like redefining what a written language is in order to claim discovery of a new record. There were older ways of communication, but to be a writing system it needs symbolise a spoken language.

Irrelevant. Israel is obliged to not prevent civilians from receiving food, water and medicine. If it can't do so without 'aiding' Hamas, that's Israel's problem.

Maybe I'm misunderstanding, but under the previous process, submitting a policy with an update freezes it to a specific version. That holds the developer to account at least for that update.
