If you want to share tools with your neighbor you have to know them and be on and maintain a good relationship with them. There are numerous downsides to borrowing and sharing, so much so that people would rather not do it. Nobody wants to

I thought HALO had good AI, and there was a writeup somewhere (IDK where) by Bungie devs about how they implemented complex seeming behaviour with some relatively simple/dumb rules.

I think that everybody does this in almost every industry, huge players get different rules than everybody else. You might not like this but I can almost guarantee that if you were running a successful app store the amount of money involved

What Google really should have done was allowed FortNite onto the play store at a reduced cut, as a one-off discount that only applies to this title and nobody else. Some percentage of 50M is better than 0%.

I feel like the Market Segment is so small, and your costs will be so high, and it requires so much expertise and oversight/monitoring that it won't be worth it.
