I think that English is hard, and there are more exceptions than rules, so when learning it, correct answers are drilled into the student. For some people this translates into intolerance of “alternative” variations.

Responding to point 1, it is interesting that this is diametrically opposed to recent rulings by SCOTUS which have ruled that government agencies (EPA for example) cannot act without specific supporting legislation.

I think that the right lost the battle over gay rights as general attitudes had become accepting of them over the past 3-5 decades, but they don't want to lose the war so they are digging in over rights for transgender people.
