It's simple to create and visually display a model in Excel. You can clearly lay out your assumptions and reasoning, and tweak them on the fly. But above all, it doesn't require any programming knowledge to use.

It depends on the project. I tend to go with a digitalocean vps managed through cfengine3. I have a default template that I can set up quickly and change to match what I need.
