You're referring to source available licenses. These range from the nearly open like Mongo or ElasticSearch to the almost totally closed like Windows or Solaris. They're not inherently bad licenses but they aren't open source

Some anti-EV states have realized this and have raised the registration cost on these cars substantially. This is less than the gas tax you would probably pay on normal commuting but I expect more states to follow this lead.

One thing that made arm on docker much easier was by using the kubernetes builder for docker. Spin up an arm nodes in kubernetes, create the docker builder pod, and it'll build/push your docker image easy as can be.

Reading a copy of a previous test is not considered cheating. If the site had copies of upcoming tests that would be cheating. But previous tests might as well be considered public knowledge.
