There is an identity and address checks now in the UK. Even banks are required to validate now, had my bank asking me to validate details even when i have my business for 6 years, same company, same address, and same bank account.

OCR has been solved long time ago with vision models. Solutions are consistent, reliable, and stable. What is the point of reinventing the wheel? I would definitely understand post processing, like extracting data, answering question .. etc
