I think the point was the few lines after that about the punishment the attacker withstood, presumably due to the drugs. Subduing someone on PCP can be much more difficult than someone who is drunk or high from other substances

I rarely have seen issues in California with zipper merge, when the lanes are actually merging. Most of the time the issue I've seen is when people are cutting over from a turn only lane to try and force their way to go straight.

Well that's also why in some places the cameras must make a noise when they take a picture. (I'm sure there's ways around it, but there are ways to get around pretty much anything)
