Is anybody actively working on this? I suspect that doing this well is non-trivial. Neither Tofte/Talpin nor Cyclone, both of which heavily inspired Rust's lifetimes, have HKTs as far as I'm aware.

You are right, Germany has already flooded billions to Greece. But they didn't use it to make themselves competitive. Instead the retired early.

Typing a the message-passing part of a language like Erlang is very much an open research problem. I spoke about this at length with the session type community. They are thinking about this, but it's at least a decade away.
