If you select disable or disable its permissions in settings, it's disabled. The fact that there is a Search UI on your taskbar (which you can remove with right click), doesn't imply that Cortana's data collection is enabled.

You can disable Cortana in every version of Windows 10 from regular settings, and it even asks you upon install. Telemetry can be set to basic in settings too, which is harmless, and it also asks you upon install.

Not really. While accidental complexity applies to every mainstream operating system, only on *nix, people seem to be proud of dealing with it on a daily basis.

Some developers like me need to do a lot of pen & paper math. It's also much easier to brainstorm and draw diagrams using a pen.

Only feature updates, (which come twice a year) can take hours to install. Cumulative updates (typically monthly) only take single digits minutes on most machines. How well do LibreOffice and Softmaker Office work with pen & touch in ta

There are also many developers who are forced to use GNU/Linux dev tools, while prefering to use Windows. Not to mention that Windows has better support for most hardware and modern form factors, such as pen & touch enabled 2-in-1s

Other than some dev tools and some games, all my software comes from the MS Store. It's also the best place to find touch & pen friendly apps that take full advantage of modern Windows 10 features, which are aimed at these devices.
