   As I said on Atwood's blog post, there is nothing wrong (and a lot right) with the 3-pane setup of a mid 1990's newsgroup reader. It's surely not beyond the ability of a modern programmer to implement that in a web-browser today.

   You need to read more by the author. He's in favour of massively simplifying the tax code through a General Anti-Avoidance Rule.

   PAYE is paid by the employees VAT is paid by the customers Both are just gathered by the company on behalf of the exchequer and as such are not taxes the company pays.
