As I see it, the budget and schedule overruns are not functional faults in the airplane itself, but in the program that produces and maintains it. As such, it is not in the scope of a tender process for procuring such planes outside the US.

There are Intel Atom CPUs that support ECC. I had a Supermicro motherboard with a quad core part like that and I used it as a NAS. It was not that fast, but the power consumption was very low.

The timeline here seems quite contracted. Windows PCs started to really sell after launch of 3.0 and the PCs with that did not even have CD-ROM drives by default, let alone DVD. I would say DVD drives started to be a norm at least a decade

Here in Finland you can get a split system good for -30 Celsius for 2-3k€ including installation. Mitsubishi is considered the best, but others are available. My Panasonic has been working fine.

Supply and demand at work. If there is less demand of fuel, it's price goes down, if everything else stays the same. Certainly everything else does not stay the same, but at least partially the price increase pressure is alleviated.
