It's not that people don't want to pay it's that it's difficult to pay small sums. The web browsers could solve this problem but they make money from ads so it's not in there best interest.

I don't think the law works like that in any country. The law isn't a omnipresent Santa Claus. It's a slow bureaucracy, the unions can force the issue before the workers die of old age.

My idea is that retailers should have to pay for the collection and recycling of any waste created by the products they sell. Thus creating an insensitive to retailers to stock products with cheap collection and easy recyclability.

Yeah, I also noticed this as well. I think it's more about the level design and lack over optimization passes the levels rather then the engine. Looking in at certain locations would give me massive FPS drops up to 50% reduction.
