Not OP, but I believe it falls back to SMS if there isn’t a response from Apple’s servers, not the end user’s device. In this scenario the iMessages are sitting there waiting for a registered device to check in to send them to. (Same thing

It is probably an odd thing to find because in SF they really are everywhere. I don't live in SF but visit a few times a year and after the first time I saw one they just sort of became part of the cityscape and not worth filming.
