The claim in the article is that the target was Ukraine, the attacker Russia, and Merck a collateral casualty at an attempt to disguise a state-sponsored cyber-attack as a criminal extortion attempt. One would need to dig deeper to get a re

In 2019, with a budget of 100+M, if the WMF was really devoted to keeping wikipedia sustainably online, it would have found a way to store it in a P2P fashion.

I am not sure but I think the new wysiwyg editor was a good use of that money. Nothing that would cost millions I agree.

Selling the .org registry by that criterion was illegal as well. Laws that are not enforced are just words written on paper.

Got it, thanks! I did not realize it runs in a VM, ok, that indeed makes sense to call it a different kind of application.

That still requires citations. Except they are now weighted. I wish there was no incentive on forcing/accepting an irrelevant citation in a paper.

So from my understanding, that's a kind of "secure" (I'd like to know more about the security model tbh) module that runs with kernel privilege with no scheduling (so it runs until completion). These are supposed to be s

Actually I totally botched the intent of my first message. My point is that the publication process is used as a reputation metric, which is something the research world (not science) needs. It needs it for valid purposes and using number o

The last Intel security bugs made them lose a lot of the reputation they had, at least amongst system adminstrators though. Now is a crucial time for AMD to strike back.

On my first internship I worked at a lab and at one point a researcher asked all the staff to be nice enough to read his draft to spot mistakes. I obliged as well, not understanding he meant typos. I asked him about an equation I did not un

There are 500 million members to the EU. I am in favor of all of them being equal, yes. We still have to quelch local nationalisms so there are some compromises being made to give state some kind of sovereignty, like the US used to need 200

That article is weirdly written and it is not clear how the title relates to the content. However if that metal has a good electricity conductivity and a low heat one, wouldn't that make it an ideal candidate for seebeck-effect generat

Just look at that precise case: a practice that was detrimental to some male genes helped save a population. The people with a practice that favored individual genes went extinct.

Evolution focuses on populations, not individuals. A lot of things make more sense if you consider that.

I remember the early days of piracy, Napster, Kaza, eDonkey. People were simply sharing all their files. There was pride in having a hard to obtain item, such as TV shows from the 60s, movies not released in DVDs, etc... P2P could have made

I'm not skeptical, I'm outraged. This is corruption plain and simple. I hope OpenNIC forks the .org registry and lobbies DNS to accept their records instead.

OpenNIC is actually a parallel organization to the ICANN and they manage a register that is in sync but with a bunch of additional TLDs. They could decide to fork .org and lobby ISPs and DNS to use their register instead.

To be fair, even before the deep learning revolution, routing software had to use advanced algorithms to produce solutions. IIRC routing from a schematics has been proven to be a NP-hard problem.

I don't think it is very hard to make a personality or an individuality appear. Feed GPT-2 a lot of opinnonated texts about itself and you will already see a bit of it emerge.
