ICC also failed to charge Palestinian authority officials for the money they give war criminals who are in prison because of their actions. Palestinian authority joined the ICC in 2015, 10 years ago plenty of time to act.

Your comparison doesn't work because Vietnam War didn't start with Vietnam attacking USA, holding many hostages, the group leading the charge having religious ideology viewing Americans as second class citizens as well as people
