If they are internal hostnames, don't you control both client and server? Why not create a PKI? In my opinion the only advantage certificates from official CAs bring is that clients you have no control over are not MitMed.

Also Heroku's price for serving https with your own domain is absurdly high. I basically means there is not free version of Heroku for serious projects, which is ok. But taken in isolation, the price tag looks pretty bad..

A package is downloaded completely from the net, then checked for it's signature. A network transmission is by orders of magnitude less safe with regards to corruption of the payload.

And if you sold your soul (I mean infrastructure) to oracle already, jOOQ is the least of your worries! Also supporting Oracle is a huge PITA. So charging for that is completely understandable :)
