Side effects is definitely the biggest problem to solve here. For SQL you can start a transaction and roll it back afterwards. Disk access can be done with snapshots. Network traffic... well I guess it depends on what you're doing exactly.

If you want to MAKE people use secure passwords you assign them a random password and don't allow them to choose their own. They'll write it down on a piece of paper making them pretty damn secure against almost anything except a physical b
