I don't see that as a Trump specific thing. As mentioned in other comments, other facilities for the same purpose existed before. VOICE just makes it much more visible. I totally disagree that this is an exaggerated historic comparison

Anyone surprised? This is exactly how it went in East Germany where everybody was encouraged to rat out their neighbors to the authorities about "staatszersetzendes Verhalten", just like what China is doing to its citizens still.

In principle I agree. But OPC UA from an implementation standpoint of view is much more complicated and involved compared to modbus. I also would express your second paragraph slightly different. Each industry has its own preferred protocol

I still don't see the point. Even when I consider the cost of electricity as zero, then I still pay way less (1/3! less) over 10 years, then with my new cheap Dacia (LPG) - even when I factor the fuel in - compared to the Bolt.
