This outage is a great example. I can ping Google Calendar servers and I get an HTTP response. SSL also works like a charm. And yet everybody agrees it's down.

Depends on your traffic, but in general terms you might want to instead drop packets with low MSS.

I'm guessing an MX sees mostly server to server traffic, so I kind of expect that; however for services used by consumers around the world it might be a very bad idea to disable SACK. The bigger impact will be for users far away, with

Yeah, good point. What I had in mind is this traffic being redirected for massive surveillance, traffic patterns, etc - which TLS would not fully solve, but it adds extra security or even partial obfuscation over your traffic patterns.

One more reason to TLS all the things although it might not be enough to discourage these practices. A VPN would not change much unless the exit node is ran by an ISP/Hosting provider not affected by the route hijacking.

There are many simple solutions to that, from cameras and image recognition to creating semi-public companies that handle the bus lines. If the private companies are happy to commit fraud to increase their benefits no one should be surprise
