Google already allows/requires tax-exempt donations to not be done with Google Play billing. This doesn't apply in the case of this app because the developer is supposedly an individual rather than a non-profit organization. >O

I don't know how long they have been doing this for, but the two Snopes articles that this article links to use the rating "Labeled Satire", which seems accurate.

This is incorrect. I do think that section 3(b) is unnecessary and should probably be removed, but preventing app stores from interfering in communications between developers and users is obviously not the same thing as requiring app stores

I agree. A good place to start might be requiring email verification to publish a package so that the registry is more likely to have valid email addresses for maintainers.
