The key here is 'unnecessarily'. If it it works just as well on an AMD CPU it should be enabled on an AMD CPU regardless of who submitted it.

For R and CRAN this is also being done. Maybe not with 100% coverage (there are 14k packages on CRAN) but an attempt is made to fix packages by R-core developers if breakage occurs.

That depends on the position, I believe it is easy for a software engineer in a big corp. For senior management or an engineer in a small corp with lots of domain knowledge: a lot harder. The second set of people can try but when shit hits

The claim that ggplot2 is tidyverse can be disputed. It existed before and works fine outside of it.
