On Windows XP this depended on whether you had joined a domain. On joined systems you got the security screen (same as previous Windows NT/2000), on other systems the task manager (same as Windows 9x).

It is not fixed. In the thread you linked to people are confusing a typo correction ("mas fixed" => "was fixed") as a claim about this new issue being fixed. The one that was fixed is this similar old issue from years

They need After=network.target, not Before=network.target. The shutdown order is the reverse of startup order, and they execute the payload on shutdown (ExecStop).
