Nah I think the argument here is we can work from home, so if the employer chooses to require us to work elsewhere, they should pay for that travel. Disclaimer: Live in Aus but this is the first I've heard of this.

I think the problem is that the UI changes between 10 & 11 are too severe. A lot of family IT people prob aren't keen on the support involved in changing the UI for their elderly relatives.

Or just make some freely available terraform scripts to spin the whole thing up in a cloud, with the right info requested in the modules. They could even choose a location outside their current legal jurisdiction, if that helps.
