I genuinely don't see many people doing it, at least not enough to make a tangible difference to the papers bottom line. The only answer these days is a subscription service, but I don't want to subscribe to 50+ different ones...

Seconded on Apache-2.0 - it's what we use. GPL is not attractive to enterprise and will limit the adoption of the tech.
