Thanks! Nope, claiming is free. My monetization plan is charging for featured rankings on the home page and search results. I need to build a larger consumer audience before I could justify charging for that though.

My app was on the 'Trending' section of Google Play a couple of months ago and in comparison I received about 1,200 downloads. Trending is only featured for 24 hours and does not have as good of a placement on the store, however.

Flagging does seem very powerful and I've seen quite a few 'Show HN' and similar posts flagged off of the front page for seemingly no reason. I assume bitter/jealous people are doing the flagging but who knows.
