Using a cache of outputs makes sense, but that is just an optimization. I don't mind if a site publishes generated texts, as long as they are clearly labelled as such and have no fake-writer human names attached.

I have not tried the IDE, but I like FreePascal. The compiler is fast and it has great multiplatform and cross-compilation support. In particular for older platforms. It feels more stable and mature than most other languages. I do not know
