Did you get a master degree already? If not, it should be fairly easy to get into a German university to get that and go on to do a PhD. Have you already tried to apply? Which university? If you can't get into a top university, try _any_ university and move to a different one for your PhD. The best German universities will likely accept you for your PhD, if you do really well while getting your master degree, no matter where you got it.
