Testing + refactoring is absolutely not new. Even the Wikipedia article on Extreme Programming (https://en.wikipedia.org/wiki/Extreme_programming https://en.wikipedia.org/wiki/Extreme_programming) acknowledes that testing-first was used extensively by NASA durin 1960's, at least for computing.
