According to the link in the commit message, this repository (nixxquality/WebMConverter) was disabled as a consequence of the parent repository (WebMBro/WebMConverter) getting disabled by GitHub. Presumably the parent repository owners also got a message like this when their repository was disabled. Also, as you've observed: Neither repository is currently disabled.
