Traffic accidents would cause more deaths if it wasn't for speed limits, driving instruction and testing, seat belts, car safety devices etc. Perhaps we just need more checks and balances in the swimming pools. Let's not throw the baby out with the bathwater. Also without pools where would most of us learn to swim?
