IF the FCC was better at the main job, allocation, maybe there would not be any abuse at all IMO FCC is the one abusing the spectrum by allowing it to be "owned" by private companies that "buy" huge swaths of the spectrum and never develop it, it just sits there unused for decades at a time. Spectrum belongs to all persons, it should not be "owned" by a few huge companies
