To all the people that are saying that a treaty would work because of how we have controlled chemical and biological weapons - consider the following. 1) Biological and chemical weapons do not actually work well against trained and equipped military. Even with the chemical weapons in WWI, it did not significantly change the outcome. 2) They do work well against civilians - which is why most of the uses recently have been by dictators trying to control their population. Note, that treaties did not really prevent this. 3) Powers such as the USA, Russia, China, even if they do not have them, you can be sure that a large scale use by another power against civilians would result in nuclear retaliation. With AI and robotics, they are useful against soldiers. Look at missiles which have revolutionized warfare. Thus, a country could use them in battle without rising to the level of MAD. Thus, there is a serious incentive, even for a signatory to the treaty to cheat. In addition, it is easy to get around any such treaty by designing 'human controlled' drones which a firmware update would turn into autonomous drones.
