I think sometimes it is a race issue. Sometimes it is not an issue. And sometimes it is partially a race issue. The problem is it's impossible to perfectly separate the three scenarios except for in the worst cases. People guess based on their life experiences. So it's not surprise when certain groups are less likely to think it's a race issue.
