Ask HN: Laravel, RoR, Django or Sails?

If one is looking to build and deploy a web application (and possibly expose a REST API) with different users, roles, forms, templates.. Which one of these frameworks do you recommend that would do the cleanest job with minimal overhead If you have other recommendations I am open for suggestions.
