I'll fully accept that it's Teds experience that this works for OpenBSD. I'd be hesitant to draw any conclusions from that concerning the viability of the same process for any other project or organisation. An open source project with highly motivated and capable developers and a benevolent dictator in charge functions differently from other projects and organisations. A process needs to be attuned to the people, and the relations between those involved, involved.
