I hear it has a web interface now, maybe someone could write something using phantomjs/casperjs that could push and pull mail. I Used Lotus Notes at three successive companies, from 1995 through 2010, excluding when I went to college. I went through this. If they're blocking pop/imap, there's nothing (good/worth doing) you can do.
