While I agree banking and other financial regulations are onerous (and usually tacked on in reaction to a disaster rather than before to help prevent it), I don't agree with transferring blame because of it. If you chose to engage in a system, financial or otherwise, than you tacitly accept it's rules and regulations. Creating and maintaining solid systems around complex requirements is where the real skill comes in.
