I don't know what they consider major or minor, but that does not mean there have not been other minor outbreaks and I am scared to think how many people are going to die because of that "only one major outbreak." I think when you are talking about AIDS, "only one major outbreak" is a rather dubious safety record. I think that is better than any college campus. I have no been aware of any major AIDS outbreaks in college campuses in the last 10 years.
