  Well, your government ostensibly has an obligation to protect your interests, while other state governments have no such obligation. You can certainly argue against the ethics of any spying, but it should be abundantly clear that a government and its agents have a duty to its citizens that is greater than its duty to the citizens of other sovereign nations.
