Even when I was travelling to high school in the UK 8 years ago they would account for standing room when deciding how many buses were required. So you had a bus full of kids all seated and then standing from the front to the back without room to move and the bus going as fast as 60mph. I never really thought of the safety implications but looking back it seems very stupid.
