If you would upmod them anyway, why do you distinguish by " I regularly upmod intelligent, yet unpopular, comments if they've fallen below 1." ? Wouldn't you just upmod these anyway? I think HN does an above average Job with its comment moderation. I think this is a testament to the quality of the HN community.
