Many 'consulting firms' end up hiring/slaving thousands of workers(hence using the H1-b quota), whereas others(not exploiting the loophole) end up not getting called on the lottery. A rational and realistic discussion is necessary, but most end up becoming too biased and extreme("don't let anyone come here").
